A STRUCTURAL DEFICIT...

Although Brazil is among the largest oil producers, there is a mismatch between the demand for derivatives and the refining capacity. In 2024, production was approximately 3.4 million bbl/d, with a portion exported as crude oil, while we import derivatives, mainly diesel. The refining park delivered about 2.2 million bbl/d (86% utilization), below internal consumption: a structural deficit of almost 600,000 bbl/d.

According to Refina Brasil, without new plants, this gap could exceed 1 million bbl/d in the coming years. Our refinery is born to reduce this dependence: transforming abundant oil into derivatives in the country, in the volume and profile that the market demands.

TIMELINE

  • 2025
    Operation License application with INEMA and advancement of works
    With 95% of physical progress achieved, we filed the Operation License, accompanied by an Environmental Compliance Report and an Emissions Monitoring Plan. In parallel, we advanced final stages of pipeline interconnections, hot tests, and integration to the electrical grid, aiming to shorten the time between license issuance and commercial ramp-up. These efforts consolidate readiness to start regular operations and meet regional fuel demand.
  • 2021 - 2024
    Commissioning
    Over these three years, we conducted pre-operational tests, loop checks, pipeline flushing, instrument calibration, and digital load simulations. Multidisciplinary teams trained operators in start-up and contingency scenarios. Progressive commissioning allowed us to validate performance, optimize energy consumption, and achieve product quality parameters.
  • 2020
    ANP construction release; start of civil, electrical, and mechanical works
    With the construction authorization issued by ANP, we mobilized the site, established EPCs, and initiated earthmoving, deep foundations, underground networks, and the assembly of the first metal structures. The phase included the implementation of oily drainage systems and the development of the effluent treatment plant construction project, reflecting our commitment to environmental and process safety requirements from the beginning of the works.
  • 2019
    INEMA Environmental License, ANP Foreign Trade Agent Authorization, and acquisition of mature fields
    We obtained the INEMA Installation License after satisfying the requirements of the Environmental Impact Study and Report (EIA/RIMA). The National Agency of Petroleum, Natural Gas and Biofuels certified us as a Foreign Trade Agent, allowing us to import oil and export derivatives. Additionally, we acquired stakes in mature onshore fields, securing part of the raw material supply and expanding the business's vertical integration.
  • 2018
    Conclusion of projects and incorporation of imported equipment
    We finalized the basic and detailed projects for process, utilities, and infrastructure, following API standards and national regulations. Concurrently, we closed international supply contracts for critical units, whose manufacturing began abroad for subsequent domestic internalization, ensuring cutting-edge technology and reducing the assembly schedule.
  • 2017
    Signing of the letter of intent with SDE and qualification for incentive programs
    We signed a letter of intent with the Secretariat of Economic Development of the State of Bahia, ensuring alignment with the DESENVOLVE and REPETRO/SPED Programs. These instruments consolidated tax benefits, access to institutional support, and formalized the commitment to generate local jobs, foster the regional supplier chain, and adopt good sustainability practices.
  • 2016
    Land acquisition and start of the project implementation
    With the purchase of land strategically located in the Aratu Industrial Center, we took the first concrete step to materialize the refinery. In this phase, we completed topographical studies, geological investigations, and technical-economic feasibility analyses, establishing the conceptual bases of the project and defining environmental, safety, and governance guidelines that would guide all subsequent stages.
